The Federal Assembly of the Russian Federation consists of two houses. The “upper” house is called the State Duma, while the “lower” house is known as the Federation Council.

The State Duma has special powers enumerated by the Constitution of Russia. They are: Consent to the appointment of the Prime Minister of Russia; hearing annual reports from the government of the Russian Federation on the results of its work; and evaluating issues originating internally within the State Duma itself.
La Duma Estatal tiene poderes especiales, establecidos en la Constitución de Rusia, que son: aprobar el nombramiento del Primer Ministro de Rusia, escuchar los informes anuales del Gobierno de la Federación Rusa sobre los resultados de su trabajo y evaluar las cuestiones que se plantean en el seno de la propia Duma Estatal.

Together with the State Duma, the Federation Council takes part in drafting laws, reviewing them, and making decisions. The Federation Council also drafts federal laws and federal constitutional laws on its own under its right to initiate legislation.
El Consejo de la Federación participa, junto con la Duma Estatal, en la elaboración de las leyes, su revisión y la toma de decisiones. El Consejo de la Federación también elabora por sí mismo leyes federales y leyes constitucionales federales en virtud de su derecho de iniciativa legislativa.
